Accreditation Framework for Technical Officials

Netball Australia in conjunction with the Australian Sports Commission is pleased to announce the roll out in 2010, of the newly established Accreditation Framework for Technical Officials.

Netball Australia recognizes that Technical Officials play an integral role in the conduct of games at all major events and competitions, but until now, they have gone unrecognized for their time commitment and skill involved. The Netball Australia Technical Officials’ Accreditation Framework has been designed to assist the development of new technical officials through a series of three accreditation levels that relate to the techniques required at the different levels of competition.

They are:

·         State (MO) Scorer and Timer
·         National Scorer and Timer
·         Bench Referee
 

The new Accreditation Framework is encompassed in the Australian Sports Commission’s National Officiating Accreditation Scheme (NOAS) and will fall in line with both the Umpiring and Coaching structures. The Commission’s Introductory Officiating General Principles Course forms the basis of the framework and is a pre-requisite for the commencement of the accreditation levels.

It is hoped this will provide formal pathways of opportunity and recognition to the Officials involved in these scoring, timing and bench referees’ roles.

It is planned that the structure will eventually be linked to an international ranking system being developed by IFNA for the appointment of Technical Officials at overseas international competitions including the Commonwealth Games.

 In early 2010 Netball Australia will be transposing all current accreditations to the corresponding new accreditation levels. All accreditations once updated, will remain current for a period of four years, after which time, updating will be required.

The initial national accreditation registration fee has been set at a minimum cost of $13.50.

Netball Australia will contact all current Technical Officials directly to confirm contact details. Information regarding the updating procedures will be available on the Netball Australia website and will be included upon notification of your accreditation.

Completed contact information forms and payment should be received by no later than Friday March 26th. All accreditations not confirmed by the end of March will be removed from the National database.

All accredited Technical Officials will receive an accreditation number and card from the Australian Sports Commission. They will also receive a password to allow access to the Australian Sports Commission’s Officiating Website, where they will be able to print off a certificate of completion and utilize many resources.

Netball Australia Member Organisations are encouraged to plan and conduct accreditation courses utilizing Netball Australia trained presenters where possible.

 

Technical Officials Updating Requirements

Technical Officials Accreditations will be required to be updated every four years (similar to both coaching and umpiring). This ensures that our officials are kept up to date with the latest developments and skill requirements in this field.

Updating Policy
Accreditation renewal requires the completion of various related tasks within a 4 year period following the successful completion of a Technical Officials’ (Scorer & Timers or Bench Referees) accreditation, unless a higher level of accreditation is achieved.

Compulsory

  • Complete another State (MO) Scorers and Timers Course within four years OR
  • Complete a National Scorers and Timers accreditation within four years; OR
  • Score or Time at least four times within the last 12 months at a State level.
  • Hold a current Section 1 Umpires Theory Exam Pass (valid for 6 years)

National Scorer and Timer

 

Compulsory

  • Complete another National Scorers and Timers Course within four years OR
  • Complete a Bench Referee accreditation within four years; OR
  • Score or Time at least twice in the last 12 months at National or International level.
  • Hold a current Section 1 Umpires Theory Exam Pass (valid for 6 years)

Bench Referee

Compulsory

  • Complete another Bench Referee Course within four years OR
  • Act as Bench Referee at least twice in the last 12 months at National or International level.
  • Hold a current Section 1 Umpires Theory Exam Pass (valid for 6 years)

An administration fee of $13.50 will apply for re-registration.
 
Further recommended updating activities include the following:
·           Attend a Netball Australia / ASC Technical Officials Course Presenters course.
·           Present a State Scorer and Timers Technical Officials Theory Course.
·           Undertake a Technical Officials Mentoring Course.
